The Policy Research Center’s main audience and counterparts are central and subnational governments in China. A project is usually initiated at, but not limited to, the request of the Chinese authorities. The team works with our counterparts to identify the policy questions of interest. We’d then collect and analyze information, assess local conditions and consider the institutional context. We’d also examine the fiscal implications and technical capacity for implementation. We’d then discuss with the counterparts to develop a policy framework, based on relevant strains of academic literature. The final outputs are delivered through seminars, technical assistance, international conferences, and policy reports. Often, the team will still be involved in the implementation stage. Our approach allows customized recommendations that are feasible and sustainable for counterparts facing different constraints.
